It translates item description, in which you have where to drop items.

About green stars, you can have it from daily roulette under ativity on "O", or from achievements in blue slot under your quests.

-1 Green stars you can get it from quests + every day at 06:00 from roulette
You unlock the quest at 59lvl i think or 79 i am not sure

-2,3,4 from dungeons, daily missions most of the drop in 0/9 or you can buy from private shop.
