That indicates your "friendship level" with a player.

Whenever you are in a party, you get a buff corresponding to the friendship level of your peers. e.g.
[You must be registered and logged in to see this image.]

The more you party with someone, the larger this bonus becomes.

Requirements:

40K Cosmo/Power level before Lv 60
100k Cosmo/Power level before Lv 79
140K Cosmo/Power level before Lv 89

Naturally the first is the easiest to aim for, so most players choose to get 40k before lv 60

Ok, i have 30 lvl and i can't get 6,5k power, so it's impossible >.<

You'd have to summon your zodiac guardian out first, then use the item, same goes for the armor [You must be registered and logged in to see this image.]

make sure you have the menu open then try equiping it , the image that I had highlighted
