Bronze t2 Empty Bronze t2

Hi, i bought the t2 bronze i have the permit, im at 45 in the old mans quest and i also have more then enough cosmo to open the quest
but it still wont let me activate it, any thoughts?

maybe you bought the bronze cloth for other class?
