Starter Cloth - 2nd ability

Hey guys, in every new cloth i get, once i use that cosmo "Burst mode", i can use another ability, which shows in the Cloth description (the one on low cooldown).
On my Scale Clothing (Sea Dragon starter), shows the 2nd ability, which i just can't use in the Burst Mode or not even see out of it.
Do I need a Cloth level minimum? My cloth is at lvl 17 and just turned Silver colored.
