Problem with quest Empty Problem with quest

Anybody can tell me how the hell complete this quest ???? Its a level 5 quest after getting box with pegasus cloth... it sends me to small city where are 2 guys fighting .. i saw many members come there speak with npc and then fly away on eagle o.O WTF i have to do ?!

i did that .. but i realized that sometimes i have to change chanell and then the quest continue normally :)
