lvl up problem Empty lvl up problem

hi guys recently i cant lvl up im stuck at lvl 19 it happened before and i had to click a green button but now i can lvl i loged off and on so i need suggestions on how i can fix this:D :D

simply your skills level is too low...you have to upgrade all your skills to max and then you will be able to liv up...(this happens everywhen you pass 10 levels,for example 19>20 ; 29>30 ; 39>40 ; 49>50. After level 59 you need 40k+ cosmo) ;)
