Problem in game with token for scale(sea dragon)?

As i know you can't turn small one in bigger one. Only big to small from the npc close to the silver cloth vendor.
The only thing i can suggest is to look for a player vendor that buy it (so you can do some money) or trade with somone in league who need it.
