getting ring to crafting/roulette

Hi guys!
I've got two question. First how can i get this ring to crafting? Second how can i get better award in this roulette?

You can get white colored rings NPC shop. Or kill some enemies outside of town and they are common drops.

Roulette is random and kind of rigged. That daily one cannot be respun. But I have respun the ones with 5 chances and 90% of the time they hover around the same 2 shit prizes set for that wheel at that particular time you open it.

Which npc sell this stuff? I've seen the ones who sell such cheap stuff but ring is different ;/
