launcher problems

hello everyone , i downloaded the chinese client and followed the instructions on forums i downloaded the game before the new patch was available so yesterday i downloaded the last patch clicked on it and it says : prepare for update then failed to connect to server , i made a full check and then it keeps downloading file lists for long and : full check failed , is it related to a server maintenance or something ? if its not then how should i fix this , i re-extracted the game about 3 times and redownloaded the new patch also but no use , hope i could get some help
