It's the new mount along with the new kid, artifact, etc, these things are found on the 15 orange stars cost box (its a blue paper on this update) just with random luck.
Don't try it unless you are a heavy casher.
The way to obtain these things is to wait for chinese cashers to get it and they sell it on personal shops at ch1 sanctuary. But you should wait cause they are already selling it for a very high price because it's new item, you gotta wait a bit so the prices drop.

Even if you wait the price doesn't drop much. But I agree about buying them instead of gambling. My guildie used over 2000 tickets and didn't get what he wanted. He could have sold those tickets and bought exactly what he wanted instead. But at least he was lucky enough to win a few big prizes. Worst case scenario is winning nothing at all.

Dexter, went out a week doesn't mean being available to be see on web. For being upload, it need to come out as dvd version, so no way it'll be for now.

And I don't think they can film on japanese cinema to put it in streaming without subtitles.
