Go in PVP Battleground 24 VS 24, open a chest and take the flag inside.

That is what the item looks like.
From the start of the battle, rush to the flags on either side. You will see a treasure chest. Open to get the flag. First come first serve. All 4 flag locations will have a chest. Doesnt matter what side you are on.
