3 certificate. You exchange them against Athena Scepter (you can buy at mini vendors, it depends on the server you are, but it can be pretty expensive). Simply put :

-1 Surplice (7 at level 102, 7 at level 107) is 3 certificate
-1 Certificate = 4 Scepters
-1 Scepter on my server is 570 000 Gold EACH

The npc to exchange them is in southern Sanctuary, it's a girl close to water pool close to where you can buy other armors.

I can't find her :/

and what is a Scepter?
