why I can't use these now?

It's because you should have fully upgraded your Personal Reputation to 1/10000, so, if you want to use them, you need to go to the old man NPC (the one that gives you titles) that is near the Auction NPC. With the old man you will be able to use those items to upgrade your Regional reputations.

but, for what is the personal & regional reputation?

Personal reputation is to enable the Pearl Chains, to buy them in the NPC.
Regional reputation enables the items that you see on the right of the Reputation panel, to buy them on specific NPC for each reputation.

For example, if you're Dragon and reach 30,000 rep in Lushan you can buy a permanent buff for Dragon (same as Sanctuary-Pegasus, Death Queen Island-Phoenix, East Siberia-Cygnus, Atlantis-Sea Dragon, Andromeda Island-Andromeda and Hades City-Wyvern)
