there a part that don't understand either but looks like you don't have enough required materials , try to get all items first

i don't remember doin that quest but you obviously need something sort of material ,check the guides or PM ADmin and Moderator, at lvl 68 you should get a quest of geting your very own first Gold cloth,if im not wrong. hope i helped you

You can't buy it because you need reputation i am not remember which one. Its more easy to get it from dungeons.
