Hi, if you have already bought the paper, that means that you already have the pre-conditions to buy it (Bronze T1 and T2), so, you need to have at least 39660 of Cosmo (Combat Power) in order to activate the Silver Cloth.
Viewing your HP (38576) it's very probably that you only level up your character without upgrading other important things, like Skills, Guards, Equipment (Shirt, pants, ring, etc.), the lv45 Cosmo system (with orange star souls), main and other cloths, etc., all of these things help you to get more Cosmo.
