No icons over npc's heads

Hi, im having an issue with the vendor, bank, etc. npc's that wont show any icon over their heads (like the bank npc, which usually have a little bank icon above him).
Since Im playing (not too long) I've never had those icons, but I've seen them on youtube videos about the game, and other players confirmed to me while both standing near the same npc that they DID see the icons on them (while I dont).
I have the english patch, but I've tried the original script file with no difference, so its not the patch.
I've repaired the game (with the wrench button on launcher, waited until it "downloaded" or updated/checked the files, and then clicked "play" when available again) several times, still no luck.
As far as I can tell, this is the only thing I cant see, all the rest of the game and icons are just fine, is just the icons above the head of the npc's like vendor, bank, etc. that wont show. And like I said, I never had them, I realized at some point that I didnt while the rest of the players have them.
Ok, I've tried to be really specific with the issue, If anyone could help me out with this one, I'd be really grateful, the game is already hard enough to find your way around being half in chinese and half patched..

I think you have to set the region of your comp to china.

Only set the region of the PC to china, i can't see this icons initially, but when i change it, i can see it.

I have this one time, i'm just logout and login again.
Sometimes the internet speed don't load all elements.
