This will be a major work of progress.
Any help will be appreciated. specially with the pronouns and technical terms that the English patch uses.

[Blizzard Thunder Cloud] Each lighting strike have 20% chance of stunning target for 2 sec

4) Frost Crack

Target slowed by ice will have water resist lower by 25 points. duration 6 sec

5) Cold Air Increase

Dorado cloth lvl 10
[Ice Ring] and [Cygnus Crack Kick] gains a curse. causing target's damage to decrease by 25%. duration 6 sec

6) Fast Freeze
Passive Skill
Reticulum cloth lvl 3
[Ice Coffin]'s frozen time increase by 3 sec, cool down decrease by 15 sec

7) To war by war
Passive Skill
Cygnus cloth lvl 16
Within 8 sec of using [Stardust Fist], the next usage of using cold air (the cost) will decrease by 50%

8) Eternal Frozen Wall
Passive Skill
Corvus (Crow) cloth lvl 3
Each time using summoning skills, will create an ice wall on the user, resists next damage, duration 60 sec. cant stack

9) Frequent Cold
Passive Skill
Hydra cloth lvl 10
[Aurora Execution] cold down decrease by 20 sec (change into 30 sec)

10) Tidal Strength
Passive Skill
Cygnus cloth lvl 24
Each time Hyoga uses summoning skills, will burst forth tidal strength from within his body giving him and teammates within 12m. Effected targets gave damage increase 5%. duration 10 sec. Can't Stack

11) Aurora Sublimation
Passive Skill
Corvus (Crow) lvl 10
[Aurora Protection] cool down decrease by 20 sec. And when the shield triggers cancels cc status

12) Double Freeze
Passive Skill
Reticulum cloth 10
When target(s) already slowed by ice, getting hit by stationary [Frost Bomb] will be frozen by 3 sec

13) Aurora Sky Dance
Cool down 30 sec
Technique time 1 sec
Target: Self
Active Skill
Cygnus cloth lvl 32
Summon 6 ice birds, Each ice bird will randomly select a target with 5 m and attack
Ice bird increase attack:

Causing % damage

14) Flower of the forever frozen sea
Cool down 12 sec
Instantaneous
Distance 15m
Active Skill
requires 20 points of cold air
Corvus (Crow) cloth lvl 16
Summon a frozen flower at the location of the target. For 3 sec after the flower is summoned, it will self explode when enemies get near.
Causes target's speed to slow for 3 sec, if the target is already slowed by ice, will be frozen for 3 sec.
ice flower continues for 10 sec
ice flower adds attack 931
ice flower adds water attack 433
61% damage

15) Frost Giant Seal
Cool down 20 sec
Technique time 4 sec
Distance: 10 meter
Active Skill
Reticulum cloth lvl 16
When technique is release will lock down target, every sec uses 30 cold air
Lock downed target's damage resistance will decrease 20#\%
When technique is stopped, target will be lock down an additional 3 sec
When user's hp drops below 60% technique will automatically stop.

16) Cold deterrent
Passive Skill
Crater cloth lvl 10
[Aurora's Protection] shield's hp increase by 50%, duration increase by 3 sec
Also gain counterattack effect, attacking the shield's user will be slowed, each time by 1 meter/sec, maxing at 4 meter/sec

17) Frozen Embrittlement
Passive Skill
Cetus (White Whale) cloth lvl 10
[Ice Ring] and [Aurora Execution] will do 25% additional damage to targets slowed by ice or frozen.

18) Vitality Seal
Passive Skill
Cetus (White Whale) cloth lvl 16
When the freezing effects from [Ice Coffin (Freezing Coffin from the anime/manga)] ends, the target will suffer a strong curse.
The target can not regain life or use medicine in the following 5 sec

19) Absolute Zero Enchantment
Cool Down 50 sec
Technique Time 1 sec
Distance 15 meters
Active Skill
Uses 60 points of cold air
Crater cloth level 24
Active Skill, releases a 6 meter radius enchantment
Enemies that enter the enchantment from the outside will be frozen for 3 sec
Enemies that exit the enchantment from the inside will also be frozen for 3 sec
Enchantment continues for 8 sec

20) Northern Cross' Protection
Cool down 40 sec
Technique time 8 sec
Target: Self
Active Skill
Cetus (White Whale) cloth lvl 24
Uses cold air to heal and raise surrounding teammates' damage. Also enemies that enter the zone when the are cced will receive extra curse
Need to continuously cast, every second uses 20 points of cold air.
User and every teammate in the zone will heal 5917 hp per sec
Teammates inside the zone will have 50% damage increase
Enemies inside the zone that are cced will have damage resistance decrease by 20%
When activated user will not be cced
Continues at most 8 sec

21) Eos' Sanction
Cool down 60 sec
Instantaneous
Release Target: Self
Active Skill
Crater cloth lvl 16
Change into Dawn Goddess, can activate judgement attack 4 times, silences enemy
Attack from a distance, damaging a targeted zone of 3 meter radius. Hit enemy will be silenced for 2 sec.
During transformation can activate [Blizzard Thunder Cloud]
Increase attack: 1591
Increase water attack: 1789
Every time causes 379% damage
Continues at most 12 sec

22) Gold Freeze
Passive Skill

[Ice Ring]Will give the current primary goal additional freeze damage to the injured State 5 times up to 30% up to 6 seconds

23) Aurora Eruption

When hp drops below 40%, [Ice Coffin] and [Aurora Protection]'s cool down will reset every 30 sec

24) Cambrian Extinction

Regain 15 points of physical strength for every fighting will point consumed.

4) The Brave is immortal

When using a finishing technique, each point of fighting will will grant additional 8% of crit

5) Holy Wing

Serp (Giant Snake) Cloth lvl 10
[Pegasus Wing]'s duration increases by 4 sec, and damage decrease by additional 15%

6) Wind Assault

Aquila (Eagle) Cloth lvl 3
[Flash Forward/Flash Shadow Meteor Fist]'s silence time increase by 1 sec, and 3 sec of immobilization

7) Runaway Meteor
Passive Skill
Pegasus Cloth lvl 16
[Random Star Fall] time increases by 3 sec, damage increase by 10%

8) Similar Skill Useless

Centaurus Cloth lvl 3
If user is completely cced (floating, knockdowned, frozen, petrified, wrestled, silenced, confused) and got attacked, the following 3 sec will be immunized to other cc.
Getting attacked multiple times will reset immunity status timer.
After the immunity status ends, it will require 15 sec before next time it triggers

9) Astral Flash/Blink
Passive Skill
Corona Borealis Cloth lvl 10
[Random Star Fall][Flash Forward/Flash Shadow Meteor Fist][Pegasus Stellar Fist] range increase by 3m, cool down decrease by 20%

10) Decisive Attack
Pegasus Cloth lvl 24
When the target has less than 50% hp, [Eagle Kick] will do 50% more damage and also causes Starlight Punishment
Starlight Punishment
Lowers target speed. When stack up to 5 lvl, will cause silence and immobilization for 3 sec

11) Light speed Leisure
Passive Skill
Centaurus cloth lvl 10
[Meteor Bursting Fist] cool down decrease by 2 sec
Each time user successfully dodge (damage reduced), will gain 1 point of fighting will, this effect occurs a max of 1 time for 5 sec

12) Fire Meteor

Eagle cloth lvl 10
Hit by [Random Star Fall] technique will cause speed to decrease by 3 sec

13) Supernova Impact
coold down 30 sec
Technique time 1.5 sec

Technique time 1 sec
Distance 15 meter

Knockdown target, decrease damage
The further the target the less damage it does

16) Gravitation
Passive Skill
Lacerta (Lizard) cloth lvl 10
Each use of [Meteor Assault] will cause main target a tracking status, target speed decrease meter/sec. duraiton 8 sec.
When using a finishing technique on a target with the status, depending on the fighting will point will cause additional effect:
Immobilzaiton: x - 2sec
Damage increase: 5 * x %

17) Light speed Effect
Passive Skill
Pyxis cloth lvl 16
[Pegasus Wing] and [Astrology Protection] gains additional 2 meter (per sec) speed, decrease damage by 15% effect

18) Extinction Meteorite
Passive Skill
Pyxis cloth lvl 10
Each [Random Star Fall] meteor has a 20% to turn into a extinction meteorite. damage area increase by 1 meter, damage is 4 times the original

19) Curse Meteor
Cool down 35 sec
Technique time 3 sec
Distance 15 meter
Active Skill
Lacerta (Lizard) cloth lvl 24
Enemies attacked within a 5 meter radius will be knock downed
Additional Attack:
Additional Thunder Attack:
Attacking 5 times, combines for 642%
Last strike causes 3 sec knockdown

Active Skill
Pyxis cloth lvl 24
Additional Attack:
Additional Wind Attack:
Each sec causes 106% damage
Each hit by the whirlwind will cause 2 m/sec decrease in speed, stacks up to 3 times
Targets within the whirlwind for sec will be dizzy for 3 sec
When turned into whirlwind, user will be immune from cc, damage resist increase by 50%, speed will be locked at 3 m/sec
whirlwind duration 6 sec

There is translation on every other class except Cygnus and Andro in their proper subforum, scrolldown to the last skill and you will see spoiler alert... when you click it, you will see all talents translated except the last 3-6 (which came out with the new patch for the Surplices)....
